 Board of Trustees

La Puente Valley ROP is governed by a Joint Board of Trustees representing the three participating school districts. The Board meets monthly to review ROP instruction, finances and to ensure that the career technical educational needs are provided to the students and community they serve. The ROP Board is comprised of two board members from each of the participating school districts. Board members serving on the ROP are elected to serve two years.

- Quality career technical education instruction that prepares students to be post-secondary and career ready upon high school graduation
- Collaborative partnerships that include districts, industry, post-secondary institutions, and community organizations, facilitating the expansion of the Multiple Pathways/Linked Learning approach
- Industry experienced instructors who teach across subjects by integrating classroom instruction and work based learning

Joseph Chang, Ph.D., Clerk
Dr. Chang is the current President of the Board of Education of Hacienda La Puente Unified School District. He has been on the HLPUSD school board since 1993. Dr. Chang and his family moved to Hacienda Heights in 1978. Both of his two children, a boy and a girl grew up in the school district. His son received doctor degree of law from George Mason University and his daughter received doctor degree of medicine from Tuft University. Dr. Chang himself received doctor degree in Engineering Sciences (Applied Mathematics) from Northwestern University. Dr. Chang is a professor teaching mathematics in many colleges and universities.

Heidi Gallegos, Member
Heidi L. Gallegos has served her community for the past 27 years. The last eight years have been on the Rowland Unified Board of Education. With a background in law enforcement and business, Mrs. Gallegos brings a wealth of knowledge and life experience to the La Puente Valley Regional Occupation Program. Currently, Mrs. Gallegos is the Executive Director for the Eastvale Chamber of Commerce.
